Racine Police arrest suspect in 37-year-old cold case murder

Racine, Wis. (CIvic Media) – Nearly four decades after the brutal murder of security guard Derby Wagner-Richardson, the Racine Police Department has made an arrest in the case. On March 28, 2024, authorities took 83-year-old Fred Wagner-Richardson, the victim’s estranged husband, into custody on charges of first-degree murder and firearms violations.

The investigation into Wagner-Richardson’s death began on March 22, 1987, when Styberg Engineering reported the 28-year-old security guard missing during her overnight shift. Police arrived to find evidence of a struggle, and Derby’s vehicle was later discovered in an alley, with her body in the trunk. She had been killed by slashes to her neck and wrists.

Troubled Marriage and Divorce Proceedings

The case took a turn when it was revealed that Derby and Fred Wagner-Richardson were in the midst of a contentious divorce at the time of her murder. The couple had separated in June 1986, and Derby had filed for divorce in December of that year. The division of their substantial real estate holdings was a point of contention.

In the months leading up to her death, Derby had experienced further violence from her estranged husband. In January 1987, Fred assaulted Derby in front of their two daughters during a child exchange, leading to his conviction later that year. Derby had also obtained a temporary restraining order against Fred just two months before her murder.

Decades-Long Investigation

The Racine Police Department says they launched an extensive investigation, conducting hundreds of interviews and collecting thousands of documents and pieces of evidence. For nearly four decades, the case remained unsolved, until new information surfaced in early 2024 regarding Fred Wagner-Richardson’s illegal possession of firearms. A statement from the department says the dedication and commitment of the officers involved in the investigation over the past 37 years is truly remarkable.

Charges and Ongoing Proceedings

Fred Wagner-Richardson, now 83 years old, has been charged with first-degree murder, four counts of possession of a firearm by a felon, and two counts of possession of an electronic weapon. He was released after paying a $50,000 cash bond and is scheduled for a preliminary hearing on April 10th.
