Major Housing Development Planned as Part of Racine’s Regency Mall Revamp

RACINE, Wis – (WRJN) – A Racine Common Council committee has advanced plans for a 266-unit apartment complex at Regency Mall. The proposal, submitted by Georgia-based Hull Property Group, aims to add housing north of an under-construction Woodman’s Markets store at 5326 Durand Ave., marking the second phase of the mall’s $120 million redevelopment.

The Pritchard Park Apartments will feature five three-story buildings offering studio, one-bedroom, and two-bedroom units, alongside a clubhouse, underground parking, and seven carriage buildings with garage and residential spaces. Milwaukee’s Stephen Perry Smith Architects designed the project, with Harwood Civil and Landscape Architecture collaborating on site plans.

Construction is slated to begin this spring or summer, with the first units available in early 2026 and full completion by December 2026. The third phase of the mall’s transformation could include restaurants and commercial buildings. The effort is hoped to generate $80 million in new property value.
